PER CURIAM.

The Petition for Writ of Mandamus is denied on the authority of Ex parte Huguley Water Systems, 282 Ala. 633, 213 So.2d 799 (1968), and United States of America v. Joe Grasso & Son, Inc., 380 F.2d 749 (5th Cir. 1967).
