PER CURIAM.

The cause is remanded to the Public Service Commission for further proceedings as required by Part I, Continental Telephone Co. of the South v. Alabama Public Service Commission, 479 So.2d 1195 (Ala. 1985).

REVERSED AND REMANDED.
