Affirmed on the authority of City of Birmingham v. Blount County, 533 So.2d 534 (Ala. 1988); see also City of Sumiton v. Barton, 538 So.2d 819 (Ala. 1988); Campbell Development Co. v. Dudley, 533 So.2d 546 (Ala. 1988).

AFFIRMED.
