ALMON, Justice.

The judgment of the trial court is affirmed on the authority of Cooke v. City of Guntersville, 583 So.2d 1340 (Ala. 1991); *849and Martin v. City of Gadsden, 584 So.2d 796 (Ala. 1991).

AFFIRMED.
