17 Plaintiff is a county jail inmate proceeding without counsel in a civil action. On September 23, 2019, the court found that plaintiff had failed to submit the required certificate portion of his application for leave to proceed in forma pauperis. ECF No. 6. Accordingly, the court directed the Clerk to send plaintiff another Application to Proceed In Forma Pauperis and ordered plaintiff to submit the completed application within thirty days. Id. The court also warned plaintiff that failure to do so would result in this action being dismissed. Id. The time for acting has now passed and plaintiff has not submitted the completed application for leave to proceed in forma pauperis or otherwise responded to the court’s order.

25 Accordingly, it is ORDERED that the Clerk is directed to randomly assign a United States District Judge to this case.
