17 Plaintiff is a civil detainee proceeding pro se in this civil rights action under 42 U.S.C. § 18 1983. Individuals detained pursuant to California Welfare and Institutions Code §§ 6600, et seq., are civil detainees and are not prisoners within the meaning of the Prison Litigation Reform Act.

21 Plaintiff has requested leave to proceed in forma pauperis pursuant to 28 U.S.C. § 1915.

22 Plaintiff has made the showing required by section 1915(a). Accordingly, the motion to proceed in forma pauperis is GRANTED.
