(a). 21 The court has conducted a preliminary review of the petition pursuant to Rule 4 of the 22 Rules Governing Habeas Corpus Cases Under Section 2254.1 In light of the complexity of the 23 legal issues involved, the court has determined the interests of justice require appointment of 24 counsel and the motion to appoint counsel will be granted. See 18 U.S.C. § 3006A(a)(2)(B); see 25 also Weygandt v. Look,
