(b)(1). 22 On November 10, 2025, the court screened the petition and dismissed it with leave to 23 amend within 30 days. ECF No. 9. The screening order warned petitioner that failure to comply 24 could result in a recommendation that this action be dismissed. 25 The time for acting has now passed and petitioner has not filed an amended petition or 26 otherwise responded to the court’s order. Thus, it appears that petitioner is unable or unwilling to 27 cure the defects in the petition. 28 //// ] Accordingly, it is ORDERED that the Clerk of Court randomly assign a district judge to 2 || this action. It is further RECOMMENDED that this action be DISMISSED without prejudice for 3 || the reasons stated in the November 10, 2025 screening order. 4 These findings and recommendations are submitted to the United States District Judge 5 || assigned to the case, pursuant to the provisions of
