[EDITOR'S NOTE: This case is unpublished as indicated by the issuing court.] MEMORANDUM ON DEFENDANTS' MOTION TO MODIFY JUDGMENT The Court's Memorandum of Decision dated February 23, 1993 is modified by deleting the last two paragraphs of said decision and substituting in their place the following:

"The Court dismisses the plaintiff's appeal as to the orders of the defendant Board concerning Counts One, Four and Five."
