MEMORANDUM OF DECISION ON RESPONDENT'S MOTION TO DISMISS
Petitioner seeks a writ of habeas corpus by petition filed September 22, 1999. After careful review of the allegations of the petition, it must be concluded that he has failed to plead any legal basis for which a writ of habeas corpus could be granted.

Accordingly, the motion to dismiss is granted.
