Division of Alcoholic Beverages and Tobacco, 410 So.2d 539 (Fla. 4th DCA, rehearing denied March 19, 1982) and 19838 NW, Inc. v. Division of Alcoholic Beverages and Tobacco, 410 So.2d 967 (Fla. 4th DCA, rehearing denied March 30, 1982).
