PER CURIAM.

We affirm the denial of a mandatory injunction for the issuance of two taxicab permits, on the ground that the appellant did not establish that the defendant Dade County was legally obliged to grant the certificates in question. Dade County, Fla., Ordinance 75-35, § 14A (1975).
