I would reverse on the authority of Greseth v. Dep’t. of Health & Rehabilitative Serv., 573 So.2d 1004 (Fla. 4th DCA 1991); South Fla. Water Mgmt. Dist. v. Caluwe, 459 So.2d 390 (Fla. 4th DCA 1984).
