PER CURIAM.

We affirm the trial court’s denial of appellant’s petition for writ of mandamus. We do not reach any of the issues presented in appellant’s brief, because they were not specifically raised before and ruled upon by the trial court. State ex rel. Flink *605v. Canova, 94 So.2d 181, 186 (Fla. 1967) (en banc).

AFFIRMED.
