RAMIREZ, JUAN, Jr., Associate Judge.

This appeal raises the applicability and effective date of Florida Statutes section 768.73(2)(b) (1993). The State’s interest was predicated on a jury award of $13,000,000.00 in punitive damages on behalf of Ferguson Transportation, Inc. We have reversed the award for punitive damages thereby making the issues raised in this appeal moot.
