We reverse and remand for further proceedings in accord with the decisions in Dade County v. General Waterworks Corp., 267 So.2d 633 (Fla. 1972), and General Development Utilities, Inc. v. Charlotte County, 620 So.2d 1035 (Fla. 2d DCA), rev. denied, 630 So.2d 1098 (Fla. 1993).
