PER CURIAM.

We reverse based on the authority of Holmes County School Board v. Duffell, 630 So.2d 639 (Fla. 1st DCA), review granted, 639 So.2d 978 (Fla. 1994), and State, Department of Corrections v. Koch, 582 So.2d 5 (Fla. 1st DCA), review denied, 592 So.2d 679 (Fla. 1991).
