PER CURIAM.

As the appealed order is not a final agency action, this appeal is dismissed for lack of jurisdiction. The appellant must exhaust all available administrative remedies before seeking judicial review. See *941Occidental Chemical Agricultural Products, Inc. v. Department of Environmental Regulation, 501 So.2d 674 (Fla. 1st DCA 1987). The motion for stay is therefore denied.
