PER CURIAM.

We accept the Department of Transportation’s confession of error in which it concedes that the Declaratory Statement on appeal contains findings of fact that have no record support. We reverse and re*620mand this cause for a new hearing and for further proceedings consistent herewith.

REVERSED and REMANDED.
