PER CURIAM.

Affirmed without prejudice to appellant filing an original action in circuit court to determine paternity or to establish child support obligations. See §§ 742.18, 409.2563(4)0, Fla. Stat. (2008). This affirmance is also without prejudice to appellant contesting the department’s personal jurisdiction over the appellant in an appropriate forum.
