ORDERED that this Court’s August 8, 2014, Mandate is withdrawn, certiorari is denied, and the cause is remanded for reinstatement of the circuit court’s decision in accordance with Futch v. Florida Department of Highway Safety and Motor Vehicles, No. SC14-1660, 2016 WL 1458527 (Fla. Apr. 14, 2016).
