For the reasons set forth this day in Hebert, Jr. v. Police Jury of West Baton Rouge Parish, State of Louisiana, 200 So. 2d 877, the judgment of the trial court is affirmed at the cost of appellant, Peter V. Arnone.

Affirmed.
