I dissent herein for the reasons stated in Brown v. Louisiana Department of Highways et al., 373 So.2d 605.

For the reasons this day assigned in the consolidated case of Brown et al. v. Louisiana Department of Highways et al., La. App., 373 So.2d 605, we affirm the decision of the trial court at appellant’s costs.

AFFIRMED.
