CUTRER, Judge.

For the reasons assigned in Concerned Citizens of Cenla, Inc., et a 1 v. City of Alexandria, et al., 433 So.2d 342 (La.App. 3rd Cir. 1983), the judgment of the trial court is affirmed. The costs of this appeal are to be paid by Concerned Citizens of Cenia, Inc., plaintiffs-appellants.
