For the reasons assigned in the Consolidated case of Deville v. Louisiana Department of Transportation and Development, 559 So.2d 916 (La.App. 3rd Cir. 1990), rendered this day, the judgment is REVERSED in accordance with the views expressed in the companion case.

REVERSED.
