PICKETT, Judge.

For the reasons stated in the companion case of St. Martin Parish Police Jury etc. v. Town of Broussard, Louisiana, 99-221 (La.App. 3 Cir. 10/13/99); 745 So.2d 113, in which a separate decision is being rendered by us this day, the judgment of the trial court is reversed in part and affirmed in part.

All costs of this appeal are assessed to the Defendant, Town of Broussard.

REVERSED IN PART; AFFIRMED IN PART.
