Dissenting Opinion

SUMMERS, J.,

is of the opinion the writ should be granted. “ . . . the board cannot under the guise of variations waive or suspend the zoning ordinances. Otherwise the Board of Zoning Adjustments could, on its own volition, adopt or nullify zoning laws.” City of New Orleans v. Leeco, Inc., 219 La. 550, 53 So.2d 490.
