Writ denied. The Court of Appeal did not commit error of law.

Dissenting Opinion

BARHAM, J.,

is of the opinion the writ should be granted. I am of the opinion that the Court of Appeal facts show that relator was denied a job appointment to an “equivalent position” in his area as “counselor trainee” in violation of Civil Service Rule 12:4& 12:5.
