Opinion of the Court

In re: City of New Orleans applying for certiorari, or writ of review, to the Court of Appeal, Fourth Circuit, Parish of Orleans, 323 So.2d 835.

Writ denied. The judgment of the court of appeal is correct.

SANDERS, C. J., and TATE and CAL-OGERO, JJ., are of the opinion that a writ should be granted.

Concurring Opinion

DIXON, J.,

concurs in the denial, being of the opinion that the application does not establish that the court of appeal was in error.
