Concurring Opinion

SUMMERS, J.,

is of the opinion a stay order should be issued and a writ should be granted to hear the issues presented by this application. The provisional relief granted by the court is neither authorized or permitted by any law. Such a procedure can only result in confusion and impairment of the rights of the parties involved.
