Writ Denied. The result is correct, for the reasons stated in Cook v. Campbell, 360 So.2d 1193 (La.App.2d Cir. 1978) in which certiorari is denied this date.

Dissenting Opinion

DENNIS, J.,

is of the opinion that the writ should be granted to afford full hearing and review of the serious constitutional and statutory questions raised by this and other election disputes pending in the state.
