Writ granted. Trial judge ordered to issue arrest warrant.

Concurring Opinion

TATE, J.,

I am essentially concurring so that mother and children in need will have expeditious relief. However, like the trial judge, I am unable to see why the prosecutor does not utilize the parent-locator service, so as to obtain the husband’s presence by summons instead of by a criminal arrest through which he may be unnecessarily jailed and perhaps lose his employment.
