In re Smith, Norman, applying for writ of certiorari, writ of review, stay, prohibition and mandamus, Parish of Orleans, Criminal District Court, Div. “B”, Nos. 288-745, 288-746; to the Court of Appeal, Fourth Circuit, No. K-2692.

Granted. Writ is granted. Stay order denied. The rulings of the courts below are reversed. The case is remanded for an evidentiary hearing to be held within 60 days, in default of which the district judge is ordered to dismiss the case.
