The motion for stay filed by the Michigan Road Builders Association, Inc, is denied. A timely application for leave to appeal having been filed, the judgment order entered pursuant to the Court of Appeals opinion of March 30, 1979 has not been issued. People v George, 399 Mich 638 (1977). Consequently the stay of proceedings entered by the Court of Appeals on January 12, 1979 remains in effect.
