As a preliminary matter, Minn. Stat. § 518A.23 (1994) expressly provides that the general policies of sections 518A.01 to 518A.25 (Minnesota’s adoption of the UC-CJA) “extend to international proceedings.” Therefore, appellant’s threshold argument fails, and we continue our inquiry into whether the Minnesota courts have jurisdiction under the UCCJA to determine custody of the Abu-Dalbouh children.
