Opinion of the Court
For the reasons stated in Hest Technologies, Inc. v. State ex rel. Perdue, 366 N.C. 289, 749 S.E.2d 429 (2012) (No. 169A11-2), the decision of the Court of Appeals is reversed.
REVERSED.
