Opinion of the Court
The following order has been entered on the motion filed on the 22nd of January 2018 by North Carolina Eastern Municipal Power Agency, North Carolina Municipal Power Agency Number 1, and Electricities of North Carolina, Inc. for leave to file Amicus Curiae Brief:
