Nos. 121, 122) are granted to the extent consistent with the March 6, 2026 Report and Recommendation, and are otherwise denied. ““TO nly those issues fairly raised by the objections to the magistrate's report are subject to review in the district court and those not preserved by such objection are precluded on appeal.’”
