12 Before the Court for consideration is the Report and Recommendation (ECF No. 16) of the 13 Honorable Judge Brenda Weksler, United States Magistrate Judge, entered on May 2, 2025. A 14 district court “may accept, reject, or modify, in whole or in part, the findings or recommendations 15 made by the magistrate.”

(b)(1). A party may file specific written objections to the 16 findings and recommendations of a magistrate judge.
