Opinion of the Court

In an action, inter alia, to declare the rent guildelines promulgated by the Rent Guidelines Board of Westchester County to be invalid, plaintiffs appeal from a judgment of the Supreme Court, Westchester County, entered January 18, 1977, which, after a non-jury trial, declared the guidelines to be legal and valid.
