In each proceeding: Order affirmed, with costs, on the opinion of Mr. Justice Emilio Nunez at the Appellate Division (56 AD2d 432). We would only note that references in the opinion at page 434 to "13 provisional appointments” and "13 provisional positions” are read by us to mean "13 permanent appointments”.
