OPINION OF THE COURT
On review of submissions pursuant to section 500.4 of the Rules of the Court of Appeals (22 NYCRR 500.4), orders modified, with costs to appellants, by directing appellants to hold hearings and, as so modified, affirmed (Matter of Cortlandt Nursing Home v Axelrod, 66 NY2d 169).
