By the Court.

The provisions of the first, second and third chapters of the fifth title of the Revised Statutes, aj>ply to the institution for feeble-minded youth; these provisions require the appointment of a financial officer as well as a superintendent; and the same person cannot perform the duties of both offices in drawing money from the treasury under section 654.
