Opinion of the Court

We are all of the opinion that the act whose validity is involved in this case is an exercise of the police power, subject' to all the constitutional limitations which in their nature are applicable to that power. Upon other questions presented we do not find such concurrence of opinion as enables *637us to do more.than announce that the judgment is affirmed.
