Public Utilities Commission, No. 91-1648-TP-ATA. On motions to dismiss and motion to strike. Motions to dismiss sustained. Cause dismissed.

A.W. Sweeney, Douglas and F.E. Sweeney, JJ., concur. Wright, J., would grant the motions to dismiss, would grant the motion to intervene, and would deny the motion to strike. Pfeifer, J., would overrule the motions to dismiss, and would allow Cincinnati Bell to intervene. Moyer, C.J., and Resnick, J., not participating.
