CONCLUSION The Court ADOPTS Magistrate Judge Sullivan's Findings & Recommendation [27]. Accordingly, Defendant Washburn's motion to dismiss [22] is granted with leave to amend in accordance with the pleading requirements as outlined in the Findings & Recommendation.
