This is an appeal from the judgment signed by the district court on January 18, 2011. Having reviewed the record and the parties’ arguments, the Court holds that there was no reversible error in the district court’s judgment. We therefore order that the motion for rehearing filed by appellant, Sierra Club is denied; that the opinion and judgment dated April 4, 2014, are withdrawn; and that the Court affirms the district court’s judgment.
