- 1—Interest on debts due from citizens of Texas to citizens of New York was not suspended during the civil war between the States. 3—Although, in time of war, the judicial enforcement of contracts between parties in hostility to each other is suspended, yet the obligation of such contracts is not impaired, and on the restoration of peace the legal remedy on them revives in full force.
