Edward L. PENN, Plaintiff-Appellant,
v.
MARTINSVILLE; County of Henry; Piedmont Trust Bank,
Defendants-Appellees.

No. 88-6062.

United States Court of Appeals, Fourth Circuit.

Submitted: Dec. 9, 1988.
Decided: Jan. 6, 1989.

Edward L. Penn, appellant pro se.

Before WIDENER, ERVIN and CHAPMAN, Circuit Judges.

PER CURIAM:

1

Edward L. Penn appeals from the district court's order denying relief under 42 U.S.C. Sec. 1983. Our review of the record and the district court's opinion discloses that this appeal is without merit. Accordingly, we affirm on the reasoning of the district court. Penn v. Martinsville, C/A No. 88-231-A (W.D.Va. Sept. 7, 1988). We dispense with oral argument because the appeal is frivolous.
