Wyatt CHAMP, Plaintiff-Appellant,
v.
Norma B. GLUCKSTERN, Director, Defendant-Appellee.

No. 88-6681.

United States Court of Appeals, Fourth Circuit.

Submitted Jan. 20, 1989.
Decided Feb. 27, 1989.

Wyatt Champ, appellant pro se.

Rex Charles Schultz, Office of the Attorney General of Maryland, for appellee.

Before ERVIN and WILKINSON, Circuit Judges, and BUTZNER, Senior Circuit Judge.

PER CURIAM:

1

Wyatt Champ appeals from the district court's order denying relief under 42 U.S.C. Sec. 1983. Our review of the record and the district court's opinion accepting the recommendation of the magistrate discloses that this appeal is without merit. Accordingly, we affirm on the reasoning of the district court. Champ v. Gluckstern, C/A No. 86-1779-Y (D.Md. May 5, 1988). We dispense with oral argument because the dispositive issues recently have been decided authoritatively.

2

AFFIRMED.
